At the 2026 National Day Rally, Prime Minister Lawrence Wong announced significant adjustments to public housing income ceilings to ensure that subsidised housing remains accessible as household salaries rise. The changes affect Build-To-Order (BTO) flats for families and singles, as well as Executive Condominiums (ECs), widening eligibility for middle-income Singaporeans.
Key Housing Income Ceiling Updates
- Build-To-Order (BTO) Flats (Families):
Raised from $14,000 to $16,000 a month. - BTO Flats (Singles aged 35+):
Raised from $7,000 to $8,000 a month. - Executive Condominiums (ECs):
Raised from $16,000 to $18,000 a month.
Why the Ceilings Were Raised
- Keeping Pace with Income Growth:
Average household incomes have increased in recent years. Without adjusting the caps, many middle-income working couples would be priced out of public housing subsidies. - Later Marriages & Career Progression:
Singaporeans are marrying at a later age, meaning couples are often further along in their careers and earning higher combined salaries by the time they apply for housing. - Expanding Housing Access:
Raising the ceiling allows a broader segment of middle-income Singaporeans to qualify for subsidised options (BTOs and ECs) rather than being forced directly into the private property market.
Related Family & BTO Measures
Along with the ceiling adjustments, additional housing policies targeting families were announced:
- Extra Ballot Chances for Children: First-timer families receive an extra ballot chance for every child they have or are expecting, giving growing families priority in securing a flat faster.
- Grant & HDB Loan Eligibility: The higher $16,000 family income ceiling also extends eligibility for CPF Housing Grants and HDB housing loans.
The effective implementation dates for the revised income ceilings are split depending on whether you are applying for a BTO/HDB Flat or an Executive Condominium (EC).
Implementation Timelines

Important Distinction for EC Buyers
If you earn between $16,000 and $18,000, you cannot immediately walk into any existing EC showflat today:
- Current/ Existing EC Projects:
Units in existing launches or balance units from sites awarded before 24 August 2026 still observe the previous $16,000 ceiling. - Future EC Projects:
The $18,000 ceiling will only apply to upcoming projects whose land tenders close on or after 24 August 2026. These projects will typically be launched for sale in late 2026 or 2027.
